seen: metro rules

I noticed the following admonition on a Metro flyer (PDF) explaining rail service changes for the July 4 holiday:

In addition to our regular restrictions, no bare feet, oversized coolers, glass containers or bicycles will be allowed on Metrorail on July 4th.

No bare feet on July 4? Does that mean they’re allowed any other time? Because that’s just … eww. I know I wouldn’t want to come near an escalator or nasty Metro carpet with no shoes on.
